Program Overview

The Early Intervention Services (EIS) program was established to address the crucial need for swift diagnosis, immediate access to medical care, and comprehensive support for individuals newly diagnosed with HIV, and to help those considered out of care. This program was aimed to address gaps ensuring timely interventions to improve health outcomes and reduce transmission rates within the community.

DHR Commentary

EIS has become difficult to distinguish from the Case Management Continuum, especially at smaller agencies, as the programmatic aspects of both categories have become more aligned. In order to simplify service provision and reduce documentation burden, we recommend decreasing EIS and adding those funds to CMC. This would not impact the client's experience. Additionally, DHR staff are looking at more opportunities to coordinate with CDPHE's Linkage to Care program.
